AGNP LEADERSHIP

The Board of Directors is responsible for promulgating the Mission and Vision of the Guild through promotion and outreach to designated constituencies. Our Administrative staff provide day-to-day management and suppport for the Board of Directors, the Board of Governors, and the Credentialing Committees.

BOARD OF DIRECTORS - ADMINISTRATION

  • Tim Reiniger

    Chairman of the Board, Chief Legal Counsel.

    Tim currently serves as outside legal advisor/counsel on information governance (privacy and protection, security and sharing, digital identity, and electronic notarization) for several industries and sectors, including digital technologies, national associations, and state governments. He was recently named as Chair of the Risk and Trust Management Committee of the Scence and Technology Section of the American Bar Association. He will be overseeing the ABA’s acceptance of e-Apostilles. 

    Tim authored the first online notarization law in the world (Virginia, 2011) and has subsequently advised on the drafting of similar enacting laws and rulemaking in nearly every other state. He is highly respected as an authority on notarial law and practice.

  • Lori Hamm

    Secretary, Exec. Director

    Lori's career as the Notary Administrator in the Montana Secretary of State’s Office is a testament to her commitment to notary education and excellence. Over her 20-year tenure, Lori authored 17 editions of the Montana Notary Public Handbook and presented hundreds of classes and seminars, profoundly impacting the understanding and practice of notary laws, rules, ethics, and procedures throughout Montana. Her efforts were highlighted by six statewide notary conferences, drawing presenters and attendees from all over the country and solidifying Montana's reputation as a leader in notary education. She was an early advocate of online notarizations and electronic apostilles. Her accolades include the prestigious National Notary Association’s March Fong Eu Award in 2021, recognizing her visionary contributions to the notary profession.

    Vice President, Business Development

    Bill Soroka brings a rare blend of entrepreneurial insight, practical mentoring, and industry leadership to his role as Vice President of Business Development for the American Guild of Notaries Public. Widely known as The Notary Coach, Bill has spent years helping notaries build ethical, sustainable businesses by focusing on professionalism, consistency, and long-term value—not shortcuts or volume alone.

    Bill is the bestselling author and entrepreneur of seven books. His work emphasizes client relationships, service quality, and business systems that align closely with AGNP’s credentialing standards and commitment to public trust. In his AGNP role, Bill leads outreach to employers, educators, and strategic partners, helping communicate the value of credentialed notaries and expanding recognition of AGNP credentials across industries that rely on high-quality notarization.

THE BOARD OF GOVERNORS

The AGNP Board of Governors advises AGNP leadership as they establish and adopt the higest standards of notarial practice, drawing on the expertise of professionals from across the country. These standards guide how we evaluate notary applicants, using rigorous review criteria recommended by our credentialing committees. Each applicant’s qualifications are carefully analyzed based on a review of testing, training, and practical application of notary practices. The Board of Governors also sets the requirements for ongoing training, ensuring that AGNP notaries remain up to date with the best practices and evolving laws and expectations of the various industries and professions who regularly depend on the services of notaries public.

CREDENTIALING COMMITTEES

The Credentialing Committees are the workhorses of the Guild. The Committee Chairs are responsible appointing members of their committees and for critially analyzing proposed standards to determine applicability and how they relate to the mission of the Guild and best notary practices. They submit proposed standards relating to the subject matter of their committee to the Board of Governors for acceptance and adoption.
